I was wondering if there was a guide that explained what each civ is best at.

Not each, but there are short overviews of non-stock civs at the beginning of the manual.

well any civs that are good for tech (and mabey a good late game roster)

Tech is more dependent on leader (progressive, maybe humanist and philosophical) than civ, though Koreans might have a bit of an edge in this regard. Greece or Japan can be great for generating (scientist) specialists.

Later game rosters actually start to even out for most civ (starting from Industrial, the differences are mostly cosmetic), except for civs that have late NUs. Off the top of my head, Ethiopians, Germans, Russians and Americans have some of the latest NUs. OTOH, if you want someone strong around Renaissance era, that would be England, France, Scandinavia, Poland, Spain and Turkey.
