When you have built a Mayors office, you can then build a Government Official at a cost of 206 hammers.

The Government Official can then be used to build in one turn, either :

Library (180 hammers),
Courthouse (240 hammers),
Arsenal (280 hammers),
Mayors Office (300 hammers).

In my opinion the cost of the Government Official is too small. If you add up the hammers for those four buildings, you get 1000. An average of 250. I think this should be the cost of the Government Official.

As a side note, what is the rational for including the Arsenal (A military building, not a Civic one) in the list? Maybe something else should be used.

Possibally the School (160 hammers). A civic building.

This would reduce the total to 880 hammers and an average of 220 (the new cost of the Government Official). But still higher than the current cost.

Actually, this is weird. You see, that is just the result of the fact that map sizes modify building and unit cost differently. If you check XML files, the cost for GO is 165, while Arsenal costs 140 and Mayor costs 150. GO was actually set to be MORE expensive than any building it constructs. I guess its costs should be raised further.

I was using the PerfectWorld2 mapscript set to Standard size. I see the buildings are increased by 100% and the GO only by 25%. So the XML value would have to be 264 to get the changes you were aiming for.

Any thoughts about replacing the Arsenal with the School?

I think Arsenal is fine. An appointed governor is responsible for the protection of his region too!

I agree with Walter, having those arsenals easily builded on far away cities let you focus the atention on expandig cultural borders while you also can recruit capable units thanks to the experience bonuses. Governement officials are one of the best units of the game.
